CR 40: The interaction between alcohol and marijuana (1986)

Summary

A study to examine the dose-dependency of the effects of alcohol and marijuana alone and in combination on a battery of tests of human psychomotor performance and mood is reported. Four dosage conditions for each drug were employed and all of the possible combinations of these dosage conditions examined. Both drugs produced significant dose-dependant effects on performance measures, intoxication ratings and on some of the mood scales. Both quantitative and qualitative differences between the two drugs were apparent.

CR 53: Implementation of graduated licensing for young drivers (1986)

Summary

Neilson Associates Pty Ltd was commissioned by FORS to develop workable proposals for the implementation of graduated driver licensing (GDL) and suggest a course of action for the implementation of GDL. The report examines the possibility of GDL in terms of objectives, various viewpoints and available options. Issues covered include the background and rationale on GDL, the existing driver licensing system, current GDL proposals, reactions of officials and the community and information on young driver licensing and crash involvement rates.

CR 41: Drug involvement in fatal crashes in Melbourne (1986)

Summary

Information about drug use was collected from drivers and pedestrians involved in road crashes in Melbourne in which a driver or pedestrian was killed. This involved analysis of body fluid from 191 fatalities combined with other information about drug use from police files. 44% had used drugs other than alcohol, caffeine and nicotine. Among fatalities, 55% of drivers or riders in single vehicle crashes, 77% of drivers or riders in multivehicle crashes and 61% of pedestrians had used drugs.

CR 44: Primary school road safety curricula: a review of Australian materials and practices (1986)

Summary

Review of primary school road safety education materials and practices in the categories of pedestrian, bicycle, restraint usage and alcohol and safety. Developers and teachers of road safety were surveyed. The major materials were collated and the instructional design of the materials analysed. Recommendations for future development and implementation of primary school road safety materials are suggested.

CR 23: Drink-driving countermeasures; a study of the Victorian system (1981)

Summary

In this study, a system analysis approach was used to describe and quantify the Drink-Driving Countermeasure System in Victoria, as it was in 1977. This approach involved a comprehensive description of the work carried out in the education publicity, legislative, enforcement, judicial and medical rehabilitation areas and of the interaction of the components of the system and the environmental constraints under which it functions. The study included a field survey which was conducted to identify the various activities with in the system.

CR 21: The economic and social costs of road accidents in Australia - with preliminary cost estimates for Australia in 1978 (1981)

Summary

This report contains a review of recent accident cost estimation studies and proposes a unit cost framework which is considered appropriate from both conceptual and empirical view points for the estimation of the social costs of road accidents in Australia. A detailed set of unit and total cost estimates for Australia in 1978 is presented, based mainly on existing data sources, supplemented by accident claims data from a sample of insurance companies and the Motor Accidents Board of Victoria.

CR 25: Safety requirements of bus seats and seat anchorages (1981)

Summary

Literature on bus safety was surveyed with emphasis on seat design, seat standards and injury mechanisms together with a study of accident statistics. Existing standards were investigated and the local manufacturing industry surveyed. Accidents were attended and studied with particular emphasis on seat and seat anchorage damage. A testing program was carried out on a representative sample of seats currently in use in Australia to determine seat back force deflection characteristics, energy absorbing properties and anchorage strengths.

CR 48: Evaluation of the red light camera program and the owner onus legislation

Summary

Red light cameras were introduced in Victoria in August 1983, with the intention of reducing the number of accidents that result from motorists disobeying red traffic signals at signalised intersections. Accident data from 46 treated and 46 control sites from 1981 to 1986 were analysed. The analysis indicated that red-light camera use resulted in a reduction in the incidence of right angle accidents, and in the number of accident casualties. Legislation was introduced in March 1986 to place the onus for red light camera offences onto the vehicle owner.

CR 58: Development of techniques for study of unsafe driver actions (1988)

Summary

This study investigates techniques for studying the incidence of unsafe driving actions (UDAs) in both the accident and normal driving population in an attempt to develop an overall plan for measuring relative crash risks of UDAs. Stage 1 re-analysed the Adelaide in-depth study (McLean et al. 1979) coding driver behaviour with definitions from previous studies. During this procedure it became apparent that an improved system for assigning UDAs was required.
