On 20 August 2024 the Hon Catherine King MP, Minister for Infrastructure, Transport, Regional Development and Local Government (Minister King), announced the appointment of Ms Lynelle Briggs and Professor Nicholas Gaskell as Co-Chairs of the independent reviews of the Shipping Registration Act 1981 and Coastal Trading (Revitalising Australian Shipping) Act 2012.
The reviews will contribute to the modernisation of Australia’s shipping regulatory framework, ensure the Acts are fit for purpose and support the long-term sustainability of an Australian Maritime Strategic Fleet.

Co-Chairs
Ms Lynelle Briggs AO GAICD
Ms Lynelle Briggs has extensive experience in the Australian Public Service, working in a wide range of fields, including social security, health and community services, transport, external territories, employment and labour market support and veterans’ affairs.
Ms Briggs was a Royal Commissioner on Aged Care Quality and Safety, Chairperson of Maritime Super, and a member of the AMSA Board.
Ms Briggs has most recently been an independent reviewer of the Australian Capital Territory Legislative Assembly Handling of Member Resignation and Assembly Policies in 2024 and of Public Sector Board Appointments Processes in 2023.
Emeritus Professor Nicholas Gaskell
Professor Nicholas Gaskell is a maritime lawyer with extensive experience in international shipping practice and in analysing merchant shipping legislation for governments, industry and practitioners.
Professor Gaskell has taught maritime law to governments, practitioners and students within the maritime legal and shipping professions both within Australia and internationally.
