CR 08: Study design for the evaluation of the effectiveness of MITERS—type projects—technical report (1979)

Summary

This Technical Report describes the design phase of a study to evaluate the safety effectiveness of certain minor traffic engineering and road safety projects undertaken in Australia. A review was made of sources of data available on accidents, traffic flows and minor taffic engineering improvements for road safety implemented in the States of Australia.

OR 3: The Use of Television Publicity to Modify Seat Belt Wearing Behaviour

Summary

Legislation requiring seat belts to be worn has led to major reductions in casualties in Australia. However injuries have resulted from belt slackness, from the location of buckles in the abdominal region and from webbing twist. The design changes, which have been effected to minimise the occurrence of these problems, will take many years to permeate the vehicle population and as an interim measure a television publicity campaign was conducted to encourage occupants to better adjust their belts.

CR 03: Ethanol ingestion studies: pilot project (1979)

Summary

A set of ethanol ingestion studies was designed to test the feasibility of collecting frequent blood samples to construct an ethanol tolerance curve. Three methods of analysis were tested - gas chromatography, an enzyme method and the breathalyser. There was poor correlation between the weight of the individual, and the blood alcohol concentration on a fixed intake of ethanol. The effect of food on the blood alcohol concentration gave conflicting results.

OR 5: Effect of Seat Belt Design Rules on Wearing Rates

Summary

Through the Australian Design Rule program, action has been taken to make seat belts more convenient, more comfortable to use and more effective in accidents. Inertia reel lap sash belts for front outboard positions and improved upper anchorage locations for all outboard-seating positions became compulsory for all passenger cars and derivatives manufactured on or after 1 January 1975. These represent the most recent major efforts to improve restraint system in these vehicles.

OR 1: Rules of Precedence at Intersections: An Examination of Alternatives for Australia

Summary

The paper examines the principles underlying the approaches adapted to the regulation of traffic at intersections in the United Kingdom, the United States of America, Australia and New Zealand and comments upon their relevance to local conditions. It is argued that adoption of offside priority (giving way to the right whilst driving on the left) rather than either of the alternatives (giving way to the left or major/minor roads) has proved increasingly inappropriate to modern traffic conditions as well as detrimental to urban amenity.

CR 05: The effectiveness of Australian Design Rule 22 for head restraints (1979)

Summary

As introduction, the report describes Australian Design Rules 22 and 22A requiring head restraints to be fitted to driver and front left seats of all new cars in Australia from 1972 models onwards. The effective heiqhts of these restraints are discussed, as well as the nature of whiplash injuries which they are designed to prevent. Other studies of head restraint effectiveness are reviewed. Data on 1974–75 claims to the Motor Accidents Board in Victoria for injury compensation are then analysed to evaluate the effectiveness of ADR 22.

Provisional registration

The parties to a conference agreement or a representative of these parties may apply for provisional registration of a conference agreement or a varying conference agreement under Division 6 of the Competition and Consumer Act 2010 (the Act). Provisional registration involves the publication of details of a conference agreement in a public register and requires parties to negotiate with and provide information to the designated shipper body.

CR 10: Development of breakaway utility poles (1979)

Summary

An investigation of alternative schemes for in-situ modification of existing conductor-carrying and luminare timber poles was undertaken using a 1:7.38 scale model of the vehicle/pole/cable system. A simple pole modification scheme which achieved a significant reduction in collision severity while maintaining the integrity of the conductors was developed.

CR 02: Collisions with utility poles—Summary report

Summary

This report summarises the objectives, methodology, findings and recommendations of a study of collisions with utility poles. In a survey of accidents, information on site characteristics and accident severity was obtained. Randomly selected samples of sites and vehicles provided control information. An accident-predictor model which identifies accident risk on the basis of site measurements has been derived. The mode was used in conjunction with estimates of the costs of accidents to show that a number of remedial treatments are warranted.
