The Maritime Labour Convention, 2006 (MLC) is an international convention developed under the International Labour Organization (ILO). It consolidates a number of existing labour conventions, while introducing modern standards relating to the working and living conditions of seafarers at sea.

The Australian Maritime Safety Authority (AMSA) is the competent authority responsible for regulation of the Convention and its requirements in Australia.

Australia's sixth edition of its Aviation State Safety Programme (SSP) and updates to the National Aviation Safety Plan (NASP) have been finalised following stakeholder consultation.

This application form is for international aircraft owners/operators seeking permission to operate ICAO Chapter 3 foreign registered aircraft in/into Australia under 14(3)(c) or 19(1) of the Air Navigation (Aircraft Noise) Regulations. Under these provisions aircraft may be granted a conditional permission to operate a one-off flight if the operator can adequately demonstrate that the sole purpose of the flight is in the public interest.

The department requires an application be submitted at least 10 business days prior to a planned event or flight.

This form is for use by owners and operators of aircraft that do not have noise certification who wish to apply for a noise certification exemption under Regulation 14(3)(b) of the Air Navigation (Aircraft Noise) Regulations 2018. Aircraft are granted this permit to allow participation in airshows, maintenance, ferry and training flights.

The department requires a minimum of 10-business days to consider a noise permit application.

Insufficient information to allow for proper consider the application may constitute grounds for not approving an application.

This form is for use by owners of aircraft that do not have noise certification who wish to apply for an exemption to operate under Regulation 14(3)(d) of the Air Navigation (Aircraft Noise) Regulations 2018.
