Air Traffic Management (ATM) is defined by the International Civil Aviation Organization (ICAO) as the “dynamic, integrated management of air traffic and airspace—safely, economically and efficiently—through the provision of facilities and seamless services in collaboration with all parties and involving airborne and ground-based functions”1.

Satellite based technology

GNSS

Global Navigation Satellite System (GNSS) refers to the constellation of satellites which transmit positioning and timing data to earth. The Global Positioning System (GPS) is an example of a GNSS.

Australia is committed to the adoption of GNSS to enhance safety and efficiency in Australia's airspace, in line with ICAO Assembly Resolution A37–11. GNSS is used to support ADS-B, en route, terminal and non-precision approach navigation capability.

Australia's National Air Navigation Plan 2024–2027

Australia's National Air Navigation Plan (NANP) has been finalised following stakeholder consultation.

A summary of the issues raised by stakeholders during consultations and our responses are also provided.

Air traffic management

The Airports Branch within the Department of Infrastructure, Transport, Regional Development, Communications and the Arts, is a key adviser to the Australian Government on air traffic management policy.

Air cargo security

The Australian Government regulates the security of the Australian aviation environment through the Aviation Transport Security Act 2004 and the Aviation Transport Security Regulations 2005 to help safeguard Australia's aviation transport system from terrorism and acts of unlawful interference.
