The Issue

We have released two proposed carrier licence conditions for telecommunications in new developments and want your comments on them, including any implications for carriers, developers and consumers.

This is part of a formal carrier consultation process.

Carrier licence conditions are rules that would apply to telecommunications operators if they build or operate networks in new developments.

The making of such rules was foreshadowed in the Telecommunications in New Developments policy, released early in 2015.

The first set of carrier licence conditions would require carriers building and operating networks in new developments to meet specified service and performance standards.

The second set of carrier licence conditions will also need to report on their networks for an online map of new developments.

This map is to help developers to locate carriers to service their projects, enable carriers to coordinate their activities, and allow consumers to check who can connect their homes or businesses.
