The Australian Government is commencing a project to deepen and widen the Kingston Pier channel bed, to improve safety and access, providing significant benefits to pier users and the broader community.
The upgrade will include augmentation of the channel bed at the pier, to improve access and safety in all tides, and ensure it meets required navigation standards.
The Department of Infrastructure, Transport, Cities and Regional Development has now appointed Advisian Pty Ltd as project manager. The first step will be undertaking technical investigations to inform designs for the project.
In line with the Community Engagement Framework, community input and feedback will be welcome during the design stage to ensure a safe and compliant solution that suits the community needs.
The works will support increased use of the pier by commercial charter and fishing vessels as well as emergency responders, whilst reducing cargo-ship turn-around and providing opportunities for more cruise ship passengers to visit Norfolk Island.
Since the 1830s, the pier has provided a vital link to Norfolk Island, stimulating community and economic development. Its construction signified a major engineering achievement for the island. Kingston Pier holds an important place in the heart of the Norfolk Island community particularly with its cultural significance and role in annual Anniversary (Bounty) Day celebrations.
Over the years, the pier has been subject to major changes to improve access and safety. Today it remains critical for freight and cruise ship passengers and this project will ensure it is fit for purpose into the future.
All works will require development approval under the Planning Act 2002 (NI) and approval under the Environmental Protection and Biodiversity Conservation Act 1999 (Cth) (‘EPBC Act’) with consideration given to any potential impact on protected environment and heritage values including the Kingston and Arthur’s Vale Historic Area (KAVHA) and the Norfolk Marine Park. Requirements contained in other applicable legislation will also be addressed.
Advisian’s consultants will make an initial visit to the Island for preliminary discussions with stakeholders in early 2020. I will provide further information on upcoming opportunities for community consultation on the design phase in the future.
