The Kingston and Arthur's Vale Historic Area (KAVHA) Advisory Committee and the Australian Government are committed to protecting KAVHA's important heritage values, as well as planning for its future as a world class tourism destination.
KAVHA is much more than a collection of buildings from the convict period—it is a multi-layered cultural landscape reflecting a unique and complex history, from early Polynesian visitation through the colonial, penal and Pitcairn settlement periods, to the present day.
Development of a Cultural Landscape Management Plan (CLMP) is a valuable tool to guide the practical management of KAVHA, helping to conserve its significant natural and cultural heritage values, improve the quality and range of authentic experiences for visitors, and ensure that KAVHA remains integral and accessible to the local community.
Using funding secured through the Protecting National Historic Sites program, the Department of Infrastructure, Regional Development and Cities has engaged GML Heritage and Context to develop the CLMP. GML Heritage and Context have considerable knowledge of KAVHA through their involvement in the development of the 2016 KAVHA Heritage Management Plan (HMP).
The CLMP will consider a range of issues including the potential for restoration, reconstruction, retention or removal of past and present landscape features such as plantings, watercourses, roads and pathways, view sheds and surfaces. It will include strategies to guide the management of priority issues such as vehicle and pedestrian access, livestock, vegetation, site drainage and water quality.
Important inputs to the CLMP will be the KAVHA HMP and the outcomes of the 2016 consultation process conducted by Eric Martin and Associates to inform the future development of a site master plan. Many people in the community contributed valuable ideas to this project and these have been captured in the Development of a Masterplan for Kingston and Arthur's Vale Historic Area (KAVHA): Concepts from Public Consultation report. This report and the terms of reference for the CLMP are both available on the KAVHA website at kavha.gov.au.
The CLMP project team will be on-island for field work and targeted consultation during the week beginning 5 March 2018. The KAVHA Advisory Committee will also be meeting on Norfolk Island during the same week to discuss the CLMP, along with a range of issues including interpretation and capital works projects, engagement with the Norfolk Island Central School and planning for the year ahead.
