Kingston and Arthur's Vale Historic Area (KAVHA) ‘refreshed’

I am pleased to announce improvements to the management of the Kingston and Arthur's Vale Historic Area (KAVHA) on Norfolk Island. A new KAVHA Advisory Committee will be established to ensure future site management is based on expert input while continuing local community involvement.

KAVHA is a heritage site of significant national importance to all Australians and is one of 11 sites which make up the Australian Convict Sites World Heritage Listing. KAVHA is also recognised through Commonwealth, national and Norfolk Island heritage listings for its association with four distinct settlement periods.

The new Committee will have at least two Norfolk Island community members, at least two experts in heritage, collections, land management and/or tourism and an Australian Government representative as Chair.

The Committee will provide guidance to a steering group of Australian Government and Administration of Norfolk Island representatives on the management of KAVHA, including:

  • best practice techniques to conserve the existing fabric and heritage objects;
  • actions which will protect and present, with authenticity, the rich and interwoven natural and cultural landscape of KAVHA;
  • strategies to achieve effective governance and good management; and
  • opportunities to improve tourism use and the financial sustainability of the site.

In addition to actively participating in at least three scheduled meetings each year local representatives will be expected to access networks across the island to consult with the community and industry stakeholders on the future of KAVHA, provide informed comment into the plans and strategies developed to protect heritage features and promote economic development. Community members will also provide input into the annual works plans.

Community members interested in contributing to a positive future for KAVHA and who wish to be considered for the KAVHA Advisory Committee should prepare a written Expression of Interest to demonstrate:

  • they are ordinarily resident on Norfolk Island;
  • relevant skills and ability in liaison and representation, including with members of the Norfolk Island community, private sector and government agencies;
  • proven ability to respect diverse points of view;
  • willingness to participate effectively in a formal meeting setting; including experience in convening community meetings; and
  • a strong and long-standing interest in improving and conserving KAVHA.
