The Australian Government is responsible for the delivery of state-type services including the delivery of electricity services to the communities of Christmas Island and the Cocos (Keeling) Islands.

Electricity fees are reviewed annually and aligned to those in Western Australia. Aligning electricity fees with those of WA meets the Australian Government policy that ‘Communities in the external territories have comparable services and essential infrastructure to mainland Australia’.

Some of the fees (supply charges) have increased significantly for some premise classifications (mainly business or semi-business premises). Whilst the supply fees have increased, consumption fees (usage charges) for these respective premises have decreased. The majority of the IOT community fall under the classification of residential premises and will only see a slight increase in their supply and consumption fees.

Please note that these fees are the same amount paid by all electricity users in Western Australia (in remote locations and metropolitan areas) and therefore the IOTs are not disadvantaged. Furthermore, the Australian Government continues to subsidise the provision of electricity in the IOTs as it is not pursuing full cost recovery for this service.

Summarised versions of the amended fees are attached for your information.

Copies of the full fees Determinations and associated Explanatory Statements for each Territory can be found at the Federal Register of Legislation's website at www.legislation.gov.au/by searching for the respective Determination using the F code:
