Today marks the start of a new era for road vehicle regulation when the Road Vehicle Standards (RVS) laws replace the existing Motor Vehicle Standards Act 1989 (MVSA).
The new RVS laws represent the biggest overhaul of road vehicle regulation in over 30 years.
Under this new legislation, Australians can be confident that all road vehicles provided to our market for the first time meet our safety, security and environmental requirements.
To support applications under the RVS legislation, a new portal – the Road Vehicle Regulator (ROVER) – will act as a comprehensive access point for manufacturers and importers seeking approvals.
Once approved, vehicles will be added to the new, publicly accessible Register of Approved Vehicles (RAV).
The RAV is an online database of all vehicles that have met the requirements of the new legislation and been approved to be provided to the Australian market.
There is a 12-month transitional period to give industry and businesses time to adjust, and to facilitate a smooth transition to the new regulatory framework.
This means eligible vehicles can be imported under existing MVSA arrangements during the transitional period if preferred.
The RVS laws will streamline regulation and ensure road vehicles meet the high safety standards Australians expect and deserve.
Manufacturers of road vehicles and components as well as operators of testing facilities are now invited to apply for an RVS approval through the ROVER portal, available at rover.infrastructure.gov.au.
