Neilson Associates Pty Ltd was commissioned by FORS to develop workable proposals for the implementation of graduated driver licensing (GDL) and suggest a course of action for the implementation of GDL. The report examines the possibility of GDL in terms of objectives, various viewpoints and available options. Issues covered include the background and rationale on GDL, the existing driver licensing system, current GDL proposals, reactions of officials and the community and information on young driver licensing and crash involvement rates.
