The Norfolk Island Preparatory Election Ordinance 2016 was made yesterday by His Excellency General the Honourable Sir Peter Cosgrove AK MC (Retd), Governor General of the Commonwealth of Australia.

This Ordinance takes effect from today, 11 March 2016, and applies the New South Wales local government electoral laws, with modifications to cater to Norfolk Island's circumstances. These laws provide a tested and effective framework for the conduct of local elections.

Today I advise the election for the Norfolk Island Regional Council has concluded and the results declared.

Five councillors have been elected in the following order:

• Mr Rod Buffett
• Mr Lisle Snell
• Mr David Porter
• Mr John McCoy
• Ms Robin Adams

In total 942 formal first preference votes were recorded and a quota of 158 votes was required to be elected. Mr Rod Buffett secured sufficient first preference votes to reach the quota and was first elected.

His Excellency General the Honourable Sir Peter Cosgrove AK MC (Retd), Governor General of the Commonwealth of Australia, made eight Norfolk Island Ordinances on 5 May 2016.

These Ordinances support a range of important matters, including the establishment of the Norfolk Island Health and Residential Aged Care Service (NIHRACS), and to support the transition of businesses to the federal taxation system, the suspension of the Norfolk Island business transactions levy for certain businesses until 30 June 2017.

Traditional customs and culture have been protected as the Governor-General made the Norfolk Island Continued Laws (Public Holidays) Ordinance 2016 (the Ordinance) on 8 December 2016.

The Governor-General, General the Honourable Sir Peter Cosgrove AK MC (Retd), made the Ordinance, which combines all public holidays under the Commonwealth Fair Work Act 2009 with those previously contained in the Norfolk Island Employment Act 1988.

Six new Rules for Norfolk Island have been registered on the Federal Register of Legislation today.

The Rules complement the Norfolk Island reforms to date. They relate to long service leave, diagnostic imaging and pathology, the transfer of records and other information, immigration, and business names registration.

All Rules commence on 1 July 2016.
