This Phase 1 Review Report, the culmination of Phase 1, has been developed by the Review Panel following consultation with government agencies, industry and unions of a Phase 1 Consultation Aid and a draft Phase 1 Interim Safety Report. Based on stakeholder feedback, recommendations from the draft Phase 1 Report have been further developed and refined as appropriate. It sets out the Review Panel's findings on the extent to which the National Law framework is currently fit for purpose, and the challenges in existing arrangements under the National Law.
