ROVER Release 10 outage period
ROVER will be unavailable from 3 pm to 10:30 pm AEDT on Tuesday 21 October 2025 while we deploy changes to the portal.
You can submit vehicles to the Register of Approved Vehicles (RAV) during this time, however, they will not be processed until after ROVER goes live.
Lists of approvals will remain available during the outage period.
What will change in ROVER Release 10?
In this release, we will be deploying changes to strengthen data protection and security against SIM-swap fraud and phishing attacks. We will be replacing the current SMS-based method with app-based verification, which must be set up when signing in to your account for the first time after this release.
Following is a list of some of the changes being deployed in ROVER:
- Multi-factor authentication: When you sign in to ROVER, you will need to use a more secure method to verify your details. You can sign in using the Microsoft Authenticator app (read the guide).
- Virus scanning: When you upload a file in ROVER, your document will be scanned for viruses. You will be alerted if a virus is detected and prompted to upload a new file.
- Model Reports for SEVs and Used 2 & 3-wheeled vehicles: You will only add one build date range on a vehicle specification page when applying for a Model Report approval for a Specialist and Enthusiast Vehicle (SEV) or Used 2 & 3-wheeled vehicle.
- Trailer VIN: When applying to import a trailer via the concessional pathway, you will be able to request a Vehicle Identification Number (VIN) as part of your application.
- Importing a special purpose vehicle: You will need to provide the vehicle’s gross vehicle mass when applying to import a special purpose vehicle via the concessional pathway.
- Importing a vehicle for testing and evaluation: You will need to provide additional documentation when applying for a non-RAV entry approval if the vehicle doesn’t comply with safety related standards.
