Factsheet: Special Measures Stream

The Department of Infrastructure and Regional Development values diversity and is committed to maintaining a diverse and inclusive workplace. As part of this commitment applications are open for the 2018 Graduate Development Program under Special Measures. This stream is only open to applicants who are of Aboriginal and/or Torres Strait Islander descent.

What is Special Measures?

Special Measures is a legislative initiative to identify particular job opportunities as open only to Aboriginal and/or Torres Strait Islander applicants. Special Measures is a strategy to increase the representation of Aboriginal and Torres Strait Islander people in the Australian Public Service and to address inequitable employment outcomes experienced by Aboriginal and Torres Strait Islander people.

Am I eligible to apply under Special Measures?

To be eligible to apply under Special Measures applicants must identify as an Aboriginal and Torres Strait Islander person and meet the minimum eligibility requirements (see below). Applicants will be required to provide evidence of their Aboriginal and/or Torres Strait Islander heritage.

To be eligible for the program, applicants must:

  • be an Australian Citizen;
  • be eligible to obtain a security clearance;
  • have completed at least a three year undergraduate degree by January 2018;
  • have achieved a credit average; and
  • be prepared to relocate to Canberra.

Can I apply for both the Graduate Development Program and the Special Measures Graduate Development Stream?

Yes, however there is no benefit to you applying for both. You will only be assessed once and if you meet the minimum requirements, you will progress under only one stream—the Special Measures Graduate Development Program.

Is there any difference in assessment for the Graduate Development Program and the Special Measures Graduate Development Program Stream?

The assessment process will be exactly the same for both streams and applicants will be assessed using the same assessment criteria. However, Special Measures applicants will only be assessed against the Special Measures assessment rating.

What am I required to provide as confirmation of my heritage?

If you apply through the Special Measures Graduate Development Program stream you are required to confirm your Aboriginal and/or Torres Strait Islander heritage.

To confirm Aboriginal, Torres Strait Islander heritage or both, you must:

  • be of Aboriginal and/or Torres Strait Islander descent;
  • identify as an Aboriginal and/or Torres Strait Islander or both; and
  • be accepted as an Aboriginal and/or Torres Strait Islander person in your community.

Heritage can be confirmed with a letter from an Indigenous organisation or a statutory declaration.

Letter from an Indigenous organisation

A letter from an Indigenous organisation is the preferred method to confirm you identify as an Aboriginal and/or Torres Strait Islander.

Applicants can also approach recognised Indigenous organisations to complete the Letter from an Indigenous Organisation form RTF: 83 KB. This is also known as a Certificate of Aboriginality.

While Indigenous organisations are not required to use this standard form, their statement must include the same details as the form. Incorporated Indigenous Corporations who wish to provide their own letter must use their letterhead, and include their Indigenous Corporation Number.

Statutory declarations

If you are unable to obtain a letter from an Indigenous organisation, you need to provide us with 2 statutory declarations confirming your heritage. These include:

  • a personally signed statutory declaration from the applicant DOCX: 133 KB, and either
    • a statutory declaration completed by an APS employee who is also an Aboriginal or Torres Strait Islander or both DOCX: 130 KB; or
    • a statutory declaration completed by an Indigenous Service Provider, such as a University Indigenous Support Unit or an Indigenous Medical Service DOCX: 130 KB.

These statutory declarations must include a statement confirming that you:

  • are of Aboriginal and/or Torres Strait Islander descent;
  • identify as an Aboriginal and/or Torres Strait Islander or both; and
  • are recognised by your community as a person who is an Aboriginal or Torres Strait Islander.

These opportunities are advertised under Special Measures under section 8(1) of the Racial Discrimination Act 1975 and are restricted to Aboriginal or Torres Strait Islander applicants.
